SEATTLE MAN DIRECTOR So Time Yet Set for Call by Con troller for First Payment of Sub scriptions by Members to Cap ital Stock Reserve Banks. WASHINGTON, Oct. 5. Further steps to hasten the opening of the Federal Reserve Banks were taken today by the Federal Reserve Board when it an nounced the Class C or Federal direct ors of the San Francisco and Dallas banks. They are: San Francisco John Perrin, Pasa dena, Cal., Federal reserve agent and chairman of the board of directors; Claude Gatch, San Francisco, deputy agent and vice chairman, and Charles E. Peabody, Seattle, directors. Dallas E. O. Tennison, Dallas, re serve agent and board chairman; W. F. McCabe, San Antonio, deputy agent and vice-chairman, and Felix Martinez, El Paso, director. The Board tonight received a tele gram from Pierre Jay, chairman of the board of directors of the New York bank, that Benjamin Strong, Jr., of New Tork, had been elected g-overnor of that bank. No time yet has been set for the call to be issued by .-the Controller of the Currency for the first payment of sub scriptions by members to the capital stock of their reserve banks. The Board probably will be' consulted be fore this step is taken. No formal ac tion has been taken by the Board to fix the opening date for any or all the banks. Some members favor Opening the banks in central reserve cities as soon as practicable, while others are said to hold the opinion that all 12 should be opened on the same day. Under the law the Secretary of the Treasury has authority ,to set a day for opening, but It was understood the question would b ebroufrht formally be fore the Board soon, and that Secretary McAdoo would not set an opening day for a few banks unless the plan was supported Jy the Board. Pledges of gold to the $100,000,000 gold pool to meet American obligations to Europe have come in so rapidly that the Board is confident that the amount will be fully subscribed within a few days. Designs for the new Federal reserve notes have not all been approved, but those for the new fives and tens are ready. It is the plan to issue about 1250,000,000 of this money to the 12 reserve .banks to replace Aldrich-Vree-land currency now in rironlatinn $3500 POSTS VACANT HOMK ECONOMICS AXU EDUCATION AL. Hotel Patma Saya Man Registered at Benson Has Lobs List of Crimea and Jailbreaks Against Him. After eluding the authorities of nu merous cities for several years, Alva Taylor, alias A. W. Mooie, A. Walk er. A. L. Wade, A. B. Allen, Charles Travi3 and Harry Wells, was arrested yesterday when a patron of the Hotel Benson recognized Taylor's signature on the hotel register and summoned the detectives. Taylor is termed "A Gentleman Bur glar," and his exploits are usually con fined to eluding hotel detectives and robbing hotel residents. Dressed in fashionable clothes, with manicured nails and polished manners, Taylor, it is alleged, made himself acquainted with his victims, showed them the sights of various cities, in which he operated, during the day time, and then at night, it is charged that he robbed them. A patron from Seattle recognized the signature of "A. B. Allen" as having been written by the same hand as a similar alias at the Hotel Washington -Vnnex, Seattle. That's the man who robbed the Washington Annex," ex claimed the guest, and Detectives Gris. jm and Vaughn were called. Taylor loudly protested when the of ficers notified him that he was to be taken to jail and threatened to bring suit for false arrest. When asked his business. Taylor said he was a profes sional pool player and traveled from city to city to engage in exhibition games. Taylor, it is said, broke jail at Tulsa. Okla.. more than two years ago. He was arrested at that city and gained bis freedom by assaulting the guard. Since then, the police nay, he has been ar rested many times and served short terms in jail, but he never was recog nized until yesterday as the man who made the sensational escape at Tulsa. To his victims. Taylor cosed as a (wealthy tourist traveling because he had nothing else to do. He neer stopped at the same hotel longer than one night and he al ways registered under a different name. The hotels and guests reported robber ies every time Taylor stayed in their places. The authorities at Tulsa have been notified of Taylor's arrest and the "Gentleman Burglar" will be held until an officer arrives to return him. He was arrested a few months ago in Texas, but was released on condition that he leave the city Immediately. It was not known at that time, Taylor being accused of picking pockets, what the man's record really was. Taylor, it is alleged, has an eastern reputation for highway robberies and pickpocket thefts. WINNER OF BET LOSES Chicago Man Says He Is Victim of Fake Scheme Costing $1500. CHICAGO, Oct. 1.' Frans Lindenman, a German engineer and traveler, was watching the war bulletins in Long acre Square, New York, when suddenly he seized a man near him by the neck and cried: "Police! Police!" An officer ran up and arrested a man who described himself, as Frederick aFuscett, a ranch owner of San Antonio lex. Lindenman charges him with ob taining $1500 of his money by the wire tapping game. Lindenman told the police that on a previous night while watching the war bulletins he met Kauscett. who pro fessed himself such an ardent pro-German that Lindenman was charmed. Later his new friend told him how he could make a great fortune at the wire tapping game. He says he went to Albany with Fauscett, where, as is usual in such cases, he met "the presi dent and general manager of the West ern union. The proposition they offered to beat ing the races so attracted Lindenman. he declares, that he put up all the cash he had with him. $1500, and gave his check for J350O more. An hour later he was told that he had won $15,000, but that the bet could not be paid until the check was found to be good. The three men then disappeared. He stopped payment on the check and returned to New York to hunt for Faus cett at the spot where he met him. Bryan's Chief Is Defendant. SPRINGFIELD, Ills., Oct. 5. Ex Governor John H. Osborne, of Wyom ing, now First Assistant Secretary of State at Washington, is the. plaintiff in a suit called for trial in the Circuit Court here today for the recovery of $16,000 alleged to have been fraudu lently secured in 1894, by John B. Rogue Hirer Valley Display, Feature of State Fair, Moved to Portland and Others Soon Are Due. O. 1. Freytagr, tv ho has been ap pointed general superintendent of all exhibits at the Manufacturers' and Larjd Products Show, reached Portland from Salem yesterday, and will take charge at once. Mr. Freytag has had charge of this line of work for several years. In 1912 he installed and had charge of the Oregon exhibit at the Minneapolis land show of the Northwest Development Lteague. Last year Mr. Freytagr as sembled and packet! the Oregon exhibit here for shipment to the Chicago land show. The Rogue River Valley exhibit, a feature at the OregoxlState Fair, was moved to Portland yesterday afternoon, and is the first exhibit to reach the city for the coming land show. Other agri cultural exhibits on display at the State Fair will reach Portland the next 10 days. Clackamas County, winner of the first prize at the State .Fair, will bring the exhibit to Portland. It is the same dis play that will be taken to San Fran cisco for next year's international ex position. The agricultural display this year promises to set forth the soil products of "the Northwest in a comprehensive manner. NEW HAVEN. Conn., Oct. 5. No license as an issue in the "little town" elections in Connecticut today made a gain of one town and one district over the license forces. Forty-one towns voted on the question. Thirty-one vot ed license and ten voted "dry." Counting the towns that did not vote today, the standing in the state Is now SI for license and 87 for no license.
